On the 3 hour ride to Halong Bay, we got waved off the road for no apparent reason. Not speeding as we were in heavy traffic at the time. Our driver collected his documents in a folder, inserted some money, and handed it over. Easy transaction and apparently not uncommon. Everyone knew exactly what they were supposed to do.
